As part of strengthening its governance system, quality management, and performance monitoring, the Holistic University JUA (JUA) is launching a call for applications to recruit a Monitoring and Evaluation Officer.
Main missions
Under the authority of the Rector and in collaboration with the various faculties, departments, and services of the University, the Monitoring and Evaluation Officer will have, in particular, the following responsibilities:
- Design and implement the monitoring and evaluation system for JUA’s programs, projects, and activities;
- Develop logical frameworks, monitoring plans, and performance dashboards;
- Develop and monitor institutional indicators;
- Collect, analyze, and interpret data related to academic, administrative, and financial performance;
- Produce periodic monitoring and evaluation reports intended for the General Management and partners;
- Organize field monitoring missions and ensure the quality of the data collected;
- Formulate recommendations to improve the performance and impact of the University’s programs;
- Contribute to the preparation of audits, external evaluations, and accreditation processes.
Profile sought
The candidate must meet the following requirements:
- To hold at least a Bac+5 degree in Monitoring and Evaluation, Statistics, Economics, Project Management, Planning, Social Sciences, or an equivalent field;
- Have a good command of computer tools (Microsoft Office, Google Workspace);
- Master Excel and tools for data collection, processing, and analysis;
- Knowledge of monitoring and evaluation software or statistical analysis software is an asset;
- Possess excellent analytical, synthesis, and report-writing skills;
- Possess excellent written and oral communication skills in French; knowledge of English is an asset;
- Being organized, rigorous, methodical, and able to work under pressure;
- Demonstrate integrity, discretion, autonomy, and team spirit.
Application file composition
The application file will include:
- A handwritten letter of motivation addressed to the Rector of the Holistic University JUA;
- An updated Curriculum Vitae (CV);
- A copy of the national identity card or any other valid identification document;
- Copies of relevant diplomas and certificates;
- Copies of service or internship certificates (if applicable);
- Any document illustrating experience in monitoring and evaluation, project management, or report production is an asset.
Selection procedure
The recruitment will take place according to the following steps:
- Application file analysis;
- Preselection of candidates;
- Technical test on monitoring and evaluation, data analysis, and report writing;
- Individual interview.
At the end of this first phase, the three (3) best candidates will be selected to undergo a two (2) month training period to consolidate professional practices within the Holistic University JUA.
This period will be subject to continuous assessment with grading, focusing in particular on: - the mastery of monitoring and evaluation tools;
- the quality of the analyses and reports produced;
- rigor in the collection and processing of data;
- organizational and planning skills;
- Team spirit and professional communication;
- Respect for the values and institutional culture of JUA.

At the end of this period, the candidate who has received the highest evaluation will be hired for the position of Monitoring and Evaluation Officer.
